We published in our Daily Public Spend Forum Newswire a story about the army`s intention to create a Basic Order Agreement (BOA) to support the transition from legacy applications to the commercial cloud. The project manager described how the BOAs are better suited to “high dollar contractual actions related to accommodation services” and explained in more detail the reasons for the use of these types of agreements in the federal contract: (iii) You sign or receive applicable justifications and authorizations, as well as all findings and findings and other requirements covered in point 1.602-1 (b) , as if the market were an order, which was awarded independently of a basic order contract. The General Services Administration (GSA) offers BPS for deliveries and services to government authorities under a GSA calendar contract. GSA schedules simplify the filling of recurring supplies and services while using the purchasing power of ordering activities by using quantity discounts, saving administrative time and reducing red tape. As I said, BOA and BPAs are not contracts, but they are not contracts for somewhat different reasons. BPAs make it easy to buy supplies or services by setting prices on BPA, such as an unlimited delivery vehicle. But because these prices were asked by offer, the government cannot simply place an order for those prices and expect delivery. The holder of the BPA must make this decision, which he can do at his own discretion. BOAs are not that common, and I had never seen one that had been considered for the purchase of cloud services. For someone who is always looking for innovative acquisition methods, this has been a great motivation to explore and learn the Federal Acquisition Regulation (FAR) in search of an answer.
